Hmm... do you call it a bug, that the HP gained by the bracelet are filled up if you put it on? IMO that solution is better than if you would have to heal yourself (and cripple your HP via potions forever... that's the reason I really HATE life and mana potions...) before being really able to use the bracer.
Or does it increase your max hp permanently? That would be a real bug, then. But I will exploit it before it it fixed :P

The bracers are supposed only to increase max. Same with items that gives mana.

I halved permanent mana and life loss from potions in 2.8.0

If the bracer is supposed to increase only max HP then it must be possible to have over max HP because elseways the bracelet could actually reduce your current HP if taken off whenever you have full HP (less than 4 dmg taken). That would be annoying cuz ppl might wish to scroll their itmes without losing HP...

Can you just gain one HP with the max HP? Then when you take it off, you just lose the HP along with the max HP. Although there's the thing about only having 1 HP...

Maybe the bracelet could be modified to add defence and all resistances a small amount instead of HP. that would be the most easy way. Or maybe it could be modified to turn something like half of your mana (less/more?) into HP. If it is kept as it is then there must be added new variable to track down the HP with and without the bracelet. It should be something like "If current Min_HP =< 4 set Max_HP = Max_HP - 4. Else set Max_HP = Max_HP - 4 and Min_HP = Min_HP - 4" and when equiping the bracer it should be like this "If current Min_HP =< 4 set Max_HP = Max_HP + 4. Else set Max_HP = Max_HP + 4 and Min_HP = Min_HP + 4". also might be a good idea to make it impossible to use the bracelet at all if Min_HP =<4. Infact, that might not be necessary.

Ok, that's it. No more off topic.

Some more tips:
- Ever Burn Torch relly is an ever burning torch and can be put to inventory and it will actually light up again if you re-wield it.
- Some mountable dogs etc. possesses unique abilitys like fire breath or water/lava walk. Might also bite enemys in close combat.
